PowerBuilder/Oracle PL/SQL Developer

UNIVERSAL Technologies is seeking a PowerBuilder/Oracle PL/SQL Developer for a long-term position in Manhattan, NY. Applicants should be prepared for onsite work in Manhattan, NY.

Position: Selected candidate will play a key role in working on a technical solution to improve the operational efficiency of human services applications for the City of New York.

MANDATORY SKILLS/EXPERIENCE:

  • Minimum 8 years of software development experience in an Agile environment.

  • Strong Development and XML Parsing Experience working with PowerBuilder 12.5 and above, Oracle PL/SQL.

  • Experience with technical and user documentation, software conversions.

  • Strong experience with Oracle PL/SQL, Develop and maintain database queries, tables, stored procedures and packages, functions and triggers.

  • Design database objects for Client server and web applications using Oracle PL/SQL.

  • Good understanding of Middleware technologies.

  • Experience with creating web services using JSON, SOAP, working experience of XML.

  • Understanding of emerging technologies.

  • Hands-on Experience in Agile Scrum and Waterfall Software Development Lifecycle.

  • Experience working in a team environment on large applications.

  • Excellent verbal and written communication skills.



SCOPE OF SERVICES:

  • Create and execute the design and architecture of new requirements laid out by Technical Business Analysts.

  • Establish business rules according to the system design and perform coding as needed.

  • Create the Stored Procedures that will retrieve the data to populate the applications.

  • CPOS

    • Identify and create indicators for non- HASA CA OD cases to be routed to CA WORKERS for Applications and Recerts.

    • Identify and create indicators for HASA CA OD cases to be routed to HASA workers for Applications and Recerts.

    • Create separate queues for CA OD for Applications, Recert, and SI Grant request.

    • Create 2 new Recertification appointment types in Model Office:

      • OnDemand Recert

      • OnDemand Recert - Clock down period

    • Create 2 new Application appointment types in Model office:

      • OnDemand App

      • OnDemand App- Clock down period

    • Create Logic to change the queue from "Interview pending" to "Interview Started" and   "Interview Kept" then to then to "Deferral" or "Processor".

    • Suppress current robocalls/emails/texts- POS will suppress / no longer trigger current robocalls/ emails / text messages related to the existing CA Face to Face Recert process for all OnDemand cases.

    • Create new Robocalls for CA OD.

    • Update the scheduling of Recert appointments based on the new logic for WINRO32X cases and non-WINROW32X cases.

    • Logic to set due date: by 15th of month prior to the expiration of the certification period

    • Create new interfaces for Intake calls and client identification for JOS worker

    • Create new interfaces for Intake calls and client identification for HDU worker

    • Update SI Grant task list for new CA OD request source

    • Create a drop-call queue for cases when interview has started but dropped off before completion

    • Create Failure to keep queues (FTK/FTC) for Application and Recert for OD Cases

    • Create list of CA OD workers for OD designated CA4 center and add CA On demand users (Similar to ISA – Information Search Agent and ODA – On Demand Agent)

    • Update enrollment table to add skillset (language) identification

    • Create new Deferral queue for cases that needs to be deferred for missing documents

    • Create a new Processor queue for cases that have completed the interview and are ready for processing

    • Update the Print Queue list to add new forms that cannot be printed by PTM.

    • Changes needed regarding recert and application deferral reasons (signature for app, signature for OCSS etc.)

    • Referrals and Interview sections update: Need to establish requirements on what can be skipped under specific scenarios to ensure we are doing complete interviews

    • Automate recert Prep

    • Create recent priority queue for late callers

    • Interview changes needed for ESNAP and Immediate Need interview

    • Change OnDemand to regular interview appt type in Model office: When a standard in person appt is scheduled for somebody with an OnDemand appt type, POS will automatically remove the OnDemand appt type and will place the case on the standard in person process and schedule.

  • CPOS (Reports)

    • Add new indicators to the existing reports - Indicator types are: Form submitted, submission type, interview source, interview key indicator, CA OD enabled (pilot approach), interview types, deferral type.

    • Update Brown report for interview needed; interview kept.

    • Update appropriate existing report to add indicators for Cases that are still pending.

    • Update appropriate existing report to add indicators for Last person that touched case.

    • Update appropriate existing report to add indicators for WMS transaction status (pending/clock down, processed).

  • Forms (POS)

    • Update to Forms window to skip signature requirements - Signature will not be captured for phone interviews but could be mailed to the clients.

    • Add Attestation/ Disclaimer to the flow to read to the clients (ex. LDSS-2921a) during the interview.

    • Form Update - Remove signature fields from deferral forms (W-113K, W-113A and FIA-1211A).

    • Remove signature requirement from Language Questioner and save to the client’s One Viewer.

    • PTM conversion needed due to CA OD implementation - 26 out 48 forms requested to be converted to PTM.

    • Create centralized printing mailing process for 15 out 41 forms currently printed locally.

    • Form Templates - Create new Templates or update existing Templates.

    • POS works on New/Updated Forms - Update Snippets, add new Attachments, BRE and Helper, Create XML, Due date changes from 10 to 15 days.

    • Suppress W-908T in the recert prep activity for CA OD cases.

    • Generate reminder combo notice - Trigger the generation of a new reminder combo notice (replacement of 1124) if the client has not yet submitted the recert form by the 1st day of the 11th month.

    • Suppress current FIA-1124: Do not trigger the generation of 1124 notice for CA "OnDemand" Recert with an OnDemand appointment type.

    • Add Attestation/ Disclaimer to the flow to read to the clients (ex. LDSS-2921a) during the interview.
