Cybersecurity Project Manager
UNIVERSAL Technologies is seeking a Cybersecurity Project Manager with experience managing Cyber Security Projects for a hybrid position in Albany, NY. Travel may be needed within Albany to other locations. Local candidates only. The right candidate will support a statewide Cyber Risk Remediation Program, providing leadership, coordination, and oversight across multiple complex technology and cybersecurity initiatives. The ideal consultant brings extensive experience managing cross-functional project teams, communicating with senior leadership, and delivering large-scale technology solutions within structured PMO environments. This role requires exceptional communication, organization, risk management, and stakeholder-engagement capabilities, as well as the ability to support cybersecurity-focused project workstreams.

MANDATORY SKILLS/EXPERIENCE
Note: Candidates without all mandatory qualifications will not be considered.
Bachelor’s Degree in Math, Sciences, Engineering, or related technical discipline preferred
8+ years of experience as a Project Manager supporting complex technology initiatives
Demonstrated experience leading multiple technology projects requiring coordination across IT groups, vendors, and business units
Experience functioning as a lead program/project manager with mastery in managing large, complex IT projects, including analysis, design, development, procurement, and integration of technical solutions
Prior experience supporting or leading cybersecurity-related initiatives
Proven ability to lead teams, influence change, manage stakeholder relationships, and maintain responsiveness across diverse project environments
Exceptional written and verbal communication skills, especially when conveying complex technical concepts to executive-level stakeholders
Experience creating and managing project scopes, schedules, risks, and standard PM artifacts
Strong leadership with the ability to delegate work, resolve conflict, coach team members, and evaluate performance
Experience negotiating with internal and external stakeholders
Ability to organize, prioritize, and document personal and team work
Experience with structured change management processes
Proficiency using MS Project and collaboration tools (Teams, WebEx, email, remote meeting tools, etc.)
Experience acting as a primary point of contact for project stakeholders, including government or agency partners
PMP or similar project management certification preferred but not required
Ability to manage multiple (3+) projects simultaneously and support multimillion-dollar program initiatives
SCOPE OF SERVICES
The consultant will support the ITS Cyber Risk Remediation Program, providing project management services across cybersecurity and technology projects. Responsibilities include:
Reporting to an ITS Chief Information Office program manager
Communicating project vision and updates to project teams, sponsors, and executive managers via reports, presentations, and collaboration tools
Leading multiple project teams and ensuring alignment with scope, goals, and deliverables
Creating project scopes and maintaining project schedules using MS Project
Identifying, documenting, and mitigating project risks
Developing and maintaining all standard PM artifacts in accordance with ITS guidelines
Applying structured problem-solving and change-management processes
Facilitating project meetings, Scrums, knowledge-transfer sessions, and executive status meetings (remote and in-person)
Supporting procurement and deliverable-management tasks
Collaborating with program managers and project managers across the broader ITS Cyber Risk Remediation Program and NYSOC-related initiatives
Adapting to changing priorities and ensuring alignment and communication across all stakeholders
Additional Initial Responsibilities (MFA Grant Project)
Serve as the primary ITS contact for eligible local government entities
Coordinate and track intergovernmental agreement signatures
Monitor and track hardware authentication token distribution, inventory, and reporting
Provide progress updates and quarterly inventory status reports
Support additional efforts within the ITS Chief Information Security Office as needed
