Emergency Communications Engineer
UNIVERSAL Technologies is seeking a Telecommunications Engineer – Emergency Communications with experience supporting telecommunications services, emergency infrastructure, and networked communication systems. The selected candidate will oversee vendors, troubleshoot complex routing issues, support critical systems such as 911 call delivery, and assist with system validation and asset management.

MANDATORY SKILLS/EXPERIENCE:
Candidates who do not meet the following requirements will not be considered.
8+ years of experience working in a data center or in the field supporting related work
4+ years of experience in network support and LAN/WAN troubleshooting
4+ years of experience in communications routing, transport, and delivery (Wireline, Wireless, VoIP)
4+ years of experience using documentation tools (e.g., MS Excel, Visio, Word)
Working knowledge of networking hardware and topologies
Familiarity with telecommunications cabling standards, including ability to pull and terminate cabling
Working knowledge of computing systems and hardware
Experience terminating and activating LEC circuits
Ability to perform physical tasks related to installation and maintenance
Ability to follow detailed technical documentation
Willingness to travel within the NYC region to meet customer SLAs
Availability for on-call work, after-hours support, and weekends as required
PREFERRED SKILLS/EXPERIENCE:
Bachelor's degree in Computer Science or related field
Strong oral, written, and presentation communication skills
Experience with emergency communications systems, infrastructure, and applications
Knowledge of E911 call routing, selective routing, trunking, and location-based routing
Familiarity with DMS, ACD systems, ANI/ALI functionality, and 911 Call Handling Systems
Understanding of land-mobile radio systems, including P25 conventional and trunked networks
Knowledge of NG9-1-1 ESInet call routing
Understanding of SMS, RTT, TCC routing, and SMS aggregation
Experience with GIS and other location-based identification systems
SCOPE OF SERVICES:
Provide oversight for vendors supporting emergency communications and telecom infrastructure
Coordinate with 911 Originating Service Providers, emergency centers, and regional jurisdictions
Deploy, rack, cable, configure, and test Emergency Communications network infrastructure
Provide technical support for E911, NG911, and TT911 systems including inbound/outbound SMS, MMS, and RTT
Provide oversight for ESInet and Public Safety Unified Communications systems
Support critical communication points such as alarm relays, automated 911 triggers, and telematics
Investigate and triage service and infrastructure incidents, identifying root cause and applying fixes
Provide technical support for test environments and validation within the 911 lab
Perform Emergency Communications technology asset management and support
