Engineering Resource
UNIVERSAL Technologies is seeking an experienced Engineering Resource for a part-time, hybrid role to support the design, compliance, and construction oversight of critical communication sites across New York State. This role requires a licensed NYS Professional Engineer (PE) with a strong background in civil, structural, and geotechnical engineering. The selected candidate will be responsible for reviewing contractor deliverables, validating compliance with the NYS Building Code, conducting geotechnical and structural evaluations, and verifying as-built documentation. This position is ideal for a detail-oriented professional with expertise in tower structural design, subsurface utility engineering, and foundation construction, who can provide high-quality reporting and collaborate effectively with project teams and contractors.
Hybrid Part Time: Approximately 20 – 25 hours per week with Up to 2 days per week at client site in Albany with some travel to jobsites within NYS.

MANDATORY SKILLS/EXPERIENCE
Candidates who do not have the mandatory skills will not be considered.
Active NYS Licensed Professional Engineer (PE) with experience in civil, structural, and geotechnical engineering.
Bachelor’s degree in Civil/Structural Engineering.
10+ years of relevant engineering experience in design, inspection, and construction.
Proven expertise in conducting and analyzing geotechnical investigations, including soil borings, laboratory testing, and bearing capacity calculations, with familiarity of NYS Building Code geotechnical requirements.
Verifiable experience with subsurface utility engineering (SUE) and interpreting utility company records.
Demonstrated ability to review trenching and excavation plans in accordance with safety regulations and industry best practices.
Strong background in structural analysis and design of communication towers (self-supporting, guyed, and monopole).
Hands-on experience with design, inspection, and construction of concrete foundations, including tower-specific foundation types.
Ability to conduct detailed site observations during construction to ensure conformance with approved plans.
Skilled in reviewing and assessing project documents and deliverables for quality, accuracy, and completeness.
Strong communication skills, with the ability to prepare clear, professional reports for both technical and non-technical stakeholders.
Capacity to identify risks, analyze project impacts, and recommend mitigation strategies.
Ability to work collaboratively with clients and contractors, maintaining a team-oriented approach.
High attention to detail, with the ability to evaluate project documentation and design specifications thoroughly.
SCOPE OF SERVICES
The Engineering Resource will assist the project team with design review, validation of compliance with the NYS Building Code, and verification of as-built drawings and documentation for critical communication sites across New York State. Duties include:
Subsurface Investigation: Review contractor site plans, reports, borings, soil/rock samples, SPTs, and groundwater data.
Laboratory Testing: Review and report on soil classification, moisture content, and strength tests.
Geotechnical Reports: Evaluate contractor geotechnical reports, boring logs, lab results, and tower design recommendations. Review remediation plans to ensure compliance with codes and load requirements.
Utility Identification: Verify contractor utility locates through state One-Call system and private utility locating services; review geophysical survey results.
Trenching and Excavation Plans: Evaluate trenching/excavation plans, ensuring clearance, excavation methods, and safety protocols.
Tower Structural Code Compliance: Review contractor’s tower structural analysis for compliance with TIA-222-H, IBC, and ASCE standards.
Structural Analysis Reports: Confirm signed/sealed tower structural analysis reports.
Foundation Construction Inspection: Review foundation design submittals; inspect steel, formwork, concrete placement, and evaluate concrete installation.
Slump Testing & Core Sampling: Evaluate slump test results; review and inspect concrete core sampling/testing and strength certification.
Site Preparation: Verify clearing, grubbing, grading, and debris removal against design drawings.
Excavation & Backfill: Inspect foundation/utility trench excavation and confirm compaction of backfill to prevent settlement.
Erosion and Sediment Control: Ensure temporary erosion/sediment control measures comply with regulations and design specifications.
