UNIVERSAL Technologies is seeking an NG911 Subject Matter Expert for an on-site role in Brooklyn, NY, active LinkedIn profiles preferred. The right candidate will provide specialized telephony, call routing, and Next Generation 9-1-1 expertise to support major Class 1/2/3 and Call Handling upgrade initiatives. This role ensures the accurate configuration, validation, and testing of NG9-1-1 telephony components, supporting system integration, interoperability, and production readiness. The SME will serve as a key technical resource throughout implementation, test execution, troubleshooting, and cutover phases.

MANDATORY SKILLS/EXPERIENCE

Note: Candidates who do not meet the mandatory qualifications will not be considered.

  • Minimum 12 years of experience in a technical and/or business application, product, platform, or methodology.

  • Develop and maintain call-flow diagrams, signaling validation scripts, and interoperability matrices across system sites.

  • Collaborate with multiple technology partners to resolve interoperability, signaling, and audio quality issues.

  • Support testing, troubleshooting, and cutover events involving critical voice infrastructure.

  • Design and validate call routing workflows per applicable NENA standards.

  • Configure and analyze SIP messages, SDP negotiation, and trunk performance across SBCs and gateways.

  • Maintain mappings between NG911 components for voice, text, and multimedia routing.

  • Ensure correct implementation of location-based call routing functions.

  • Work with network and integration engineers to ensure QoS, DSCP tagging, and failover routing.

  • Validate carrier connectivity for private IP trunk services.

  • Support call path redundancy testing and performance benchmarking across system environments.

  • Analyze SIP traces, CDRs, and packet captures to validate system behavior under load and during failover.

  • Collaborate with the Lead Test Engineer to develop test scripts and call-flow verification plans for production readiness.

  • Excellent communication and clear business writing skills.

  • Knowledge of public safety environments.

  • Design experience in IP voice management, auditing, and monitoring.

  • Knowledge of logging and recording technologies for legacy and IP PBX environments.

  • Ability to interact fluently with partner organizations across technical and troubleshooting engagements.

SCOPE OF SERVICES

NG911 Telephony SME Responsibilities

  • Manage and oversee the execution and delivery of all telephony components of the NG9-1-1 system.

  • Ensure policies, procedures, and best practices for telephony systems are met throughout system implementation.

  • Validate all telephony configurations during system implementation.

  • Provide test cases for SAT and SIT; identify risks related to telephony integrations.

  • Validate test results for all telephony components, review architectural flows, and compare with raw results to ensure expected system behavior.
