Public Safety 911 Telecommunications Systems Engineer

UNIVERSAL Technologies is seeking a Public Safety 911 Telecommunications Systems Engineer for a part-time, remote position that will require at least 3 trips to Norwich, NY. Overnight stay may be required. NYS residents only and an active LinkedIn preferred. The right candidate will lead the design and implementation of next-generation public safety telecommunications systems, including advanced 911 infrastructure for first responders. This position requires an experienced professional with deep expertise in IP-based and wireless technologies within the public safety environment. The engineer will oversee all aspects of requirements gathering, design specification, and project management to support complex, multi-site emergency communications initiatives.

MANDATORY SKILLS/EXPERIENCE

  • Bachelor’s degree required.

  • Minimum of 7 years of relevant experience in telecommunications engineering or related fields

  • Advanced practical experience in IP-based and wireless technologies in a public safety environment.

  • Experience providing leadership and strategic implementation support for complex 911 systems.

  • Proven experience applying technical standards to actual product features and system functionality.

  • Strong knowledge of federal, state, and local agency operations related to public safety dispatch and 911 call centers.

  • Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).

SCOPE OF SERVICES

  • Conduct design work for public safety telecommunications systems, focusing on next generation 911 (NG911) solutions.

  • Coordinate public safety communications needs assessments, including requirements gathering from first responders and agency clients, and analyze design options.

  • Create requirements-based technical specifications and incorporate them into procurement documents for acquiring equipment and services.

  • Manage site-specific requirements gathering and approval processes; perform quality assurance reviews of PSAP (Public Safety Answering Point) locations.

  • Develop and maintain project scope, roles, responsibilities, and detailed implementation plans.

  • Conceptualize and manage the initial design approach and oversee all related engineering work, including specifications, scope, and project documentation for dispatch and remote communications facilities.

  • Provide leadership and strategic implementation support for complex 911 systems.

  • Lead and participate in development of reports, analyses, and technical presentations.

  • Remain current on industry standards, policies, funding mechanisms, and legislative changes affecting public safety communications, and assess impacts for clients.

  • Share technical expertise and collaborate with team members to promote best practices, knowledge sharing, and innovative solutions.
